Steps to Define Enterprise Structure
in Oracle Fusion Enterprise Structure  the first step is to, Defining

Go to Project (A Project Must be defined to track your own
configuration and setup for all modules) and in task you can

In task find
“Initial Configuration” > Define Initial Configuration> Establish
Enterprise Structures> Go to Task

Legal Name: this is your Legal Entity

Sub-inventory Organization: 

last point in hierarchy of Oracle Fusion Enterprise Structure is subinventory organization Subinventory concepts is same that used in Oracle EBS, and its called physical position of inventory items.
